Oracle
Oracle Corporation is a multinational technology company providing cloud computing infrastructure and enterprise software that maintains deep ties with the Israeli military, including classified projects, AI-powered weapons systems, and direct material support to Israeli Occupation Forces.
Oracle is a BDS Movement pressure target due to its complicity in "war crimes, crimes against humanity (including apartheid), as well as genocide" through military partnerships, government ministry collaborations, and investments in Israel's apartheid economy.
CEO Safra Catz has explicitly stated that Oracle's "commitment to Israel is second to none" and that employees who "don't agree with our mission to support the State of Israel then maybe we aren't the right company for them." Deputy CEO Yael Har even confirmed: "Safra always says — the U.S. first, the second country is Israel, and after that the whole world."
Military Contracts and Classified Partnerships
In September 2024, Oracle announced a partnership with Rafael Advanced Defense Systems to host AI-powered targeting and imagery systems on its cloud, delivering what the companies called "warfighters with quick, actionable insights in the battlespace."
In 2022, Oracle trained Israel's C4I Corps personnel to adapt Oracle cloud for military applications.
Oracle maintains classified relationships with the Israeli military through multiple programs. The four-year "Project Menta" partnership with the Israeli Air Force launched around 2021 for undisclosed military capabilities. A separate three-year contract with military intelligence tech unit Unit 81 integrated Oracle systems across battlefield operations.
Infrastructure Investment
Oracle's presence in Israel centers on a $319 million underground data center in Jerusalem, explicitly engineered to withstand missile attacks and serve cloud needs for Israeli government, military, and financial sectors. Oracle's country manager Eran Feigenbaum stated: "It is designed to withstand missiles, rockets and car bombs. That's what we built it for."
Following CEO Catz's January 2024 visit, Oracle committed to a second underground data center nine floors below ground. Co-founder Larry Ellison announced plans to invest $10 billion in Israel throughout 2025, including AI megacenters.
In February 2024, the Israeli military cyber department and Oracle collaborated “to find tech solutions for rehabilitating Israeli settlements near Gaza using Oracle’s technology,”.
Financial Support for the IOF
Larry Ellison, the co-founder of Oracle, is the largest private donor to the IOF, with at least $26.6 million in documented donations to Friends of the Israel Defense Forces. His $16.6 million pledge in 2017, the largest single donation in FIDF history, was designated for building IOF infantry training facilities. In 2014 he donated $10 million, Ellison stated:
There is no greater honor than supporting some of the bravest people in the world
During 2023-2024, Oracle donated $500,000 in materials directly to IOF soldiers and gave $1 million to Magen David Adom—Israel's national emergency service that has been accused by Physicians for Human Rights of adopting policies denying Palestinians treatment. The company launched a global fundraising campaign among its 150,000 employees with unlimited company matching. Oracle simultaneously doubled Israeli employee salaries.
The Larry Ellison Foundation has also heavily donates for the Tony Blair Institute for Global Change, which drafted post-war Gaza governance plans positioning Oracle to profit from reconstruction contracts.
In 2007, Ellison donated $500,000 to fortify a community center in Sderot, an envelope settlement around Gaza.
Executive Ties to Israeli War Criminals
During Oracle CEO Catz's visit to the apartheid state in January 2024, she met with Israeli President Isaac Herzog, Israeli war cabinet minister Benny Gantz, War Minister Yoav Gallant, and Israeli Prime Minister Benjamin Netanyahu. The International Criminal Court issued an arrest warrant in November 2024 for war crimes and crimes against humanity in Gaza for both Netanyahu and Gallant. With Gallant specifically, Catz discussed "how Oracle could provide security assistance to Israel." She declared:
We are here to help the government, the military and the Israeli economy.

Larry Ellison, co-founder of Oracle, offered Netanyahu a seat on Oracle's board with $450,000 annual salary in 2015 and hosted Netanyahu on his private Hawaiian island multiple times, including during Netanyahu's 2021 corruption trial.
Media Acquisitions and Influence Operations
In August 2025, Ellison acquired 77.5% controlling ownership of National Amusements (Paramount Global), giving him control over CBS News, 28 CBS-owned television stations, and streaming platforms. A pending $14 billion Oracle/TikTok deal would give Oracle control of TikTok's U.S. algorithm and content moderation.
Israeli Prime Minister and war criminal Netanyahu publicly stated in support of Oracle's purchase of TikTok's U.S. algorithm :
The most important [weapons] are on social media. And the most important purchase that is going on right now is TikTok. [..] And I hope it goes through because it can be consequential.
In leaked 2015 emails, CEO Catz pitched Israeli politicians on backing pro-Israel media campaigns, writing:
We have to embed the love and respect for Israel in the American culture.
Oracle's November 2023 "Words of Iron" initiative with Israeli ministries was explicitly designed to manipulate social media algorithms in Israel's favor.
Suppression of Pro-Palestinian Employees
Oracle removed Medical Aid for Palestinians and UNRWA from its internal charitable giving platform, making them ineligible for employee donation matching. Multiple employees described to The Intercept a workplace "environment of fear" where people are "terrified to even mention Palestine."
An employee was terminated for creating a combined Palestinian-Oracle logo featuring a watermelon. In January 2024, 68 Oracle employees signed an open letter stating they have been "afraid to speak out publicly for fear of retribution" and that when employees raised workplace concerns about Israel's actions in Gaza, they were directed to mental health services rather than having grievances addressed through normal HR channels.
CEO Catz stated in November 2024:
For employees, it’s clear: if you’re not for America or Israel, don’t work here—this is a free country.
She characterized pro-Palestinian rights groups as "brainwashing organizations."
