TLV Partners
TLV Partners is an Israeli venture capital firm founded in 2015 with over $1 billion under management, whose co-founder served as an Israeli Air Force pilot and held an executive role at Elbit Systems, Israel's largest weapons manufacturer.
IOF & War Industry Connections
TLV Partners' founding and leadership team is drawn from multiple branches of the Israeli Occupational Forces:
Eitan Bek: Co-Founder & Managing Partner
Eitan Bek served as a pilot in the Israeli Air Force before entering the tech industry. He then worked as Director of System Specification at Elbit Systems, Israel's largest weapons manufacturer. Elbit produces 85% of the drones used by the Israeli Air Force and 85% of the IOF's land-based equipment. The company's drones were used in documented war crimes in Gaza. Elbit's sales to the Israeli Ministry of War increased by 50% in 2024 during the genocide in Gaza, reaching $2 billion. The 2025 UN Special Rapporteur report named Elbit among companies profiting from the genocide.
Shahar Tzafrir: Managing Partner
Shahar Tzafrir served as a software programmer in the IOF's Mamram intelligence unit for six years. Mamram (Center of Computing and Information Systems) develops and maintains military computing infrastructure used across all branches of the Israeli Occupational Forces.
Investing in Unit 8200 Ventures
TLV Partners actively funds companies founded by IOF intelligence veterans. In October 2025, TLV co-led a $14 million Series A in Onfire alongside Grove Ventures. Onfire's CEO, CTO, and CPO are all Unit 8200 alumni who built a data surveillance startup that monitors public forums to track and identify individuals and their employers.
Defending Genocide & War Crimes
On October 13, 2023, the CEO of Web Summit, Europe's largest technology conference, posted on social media criticizing Western leaders for failing to condemn Israel's war crimes in Gaza and the genocide carried out by Israeli Occupation Forces. In response, TLV Partners joined a coalition of Israeli venture capital firms issuing a joint statement announcing their boycott of the conference.
We, members of the Israeli high tech community, have made the decision to cancel sponsorship and will not attend the upcoming Web Summit. We cannot, in good conscience, participate in a conference whose leadership blames Israel for war crimes while Hamas terrorists committed one of the worst terror attacks in modern history,
Despite the CEO of Web Summit's statement presenting factual observations within the context of the atrocities — later unequivocally confirmed by the UN and the global community — Israeli venture capitalists demanded unwavering support for their state, which was already engaged in the mass killing of civilians at the time.
These statements led major tech companies such as Siemens, Google, Intel, and Stripe to withdraw from the conference.
