10D
10D (formerly Ofek Ventures) is an Israeli early-stage venture capital firm. The fund focuses on seed and Series A investments in Israeli startups, and manages over $350 million across three funds.
Rotem Eldar, managing partner, is a graduate of the IOF's Talpiot program and Unit 81, the Israeli military intelligence directorate's technology unit. Eldar was awarded the Israel National Security Award for a project he led in the IOF. Partner Alon Kantor, who joined in 2024, co-founded Toka — a war-tech company that supplies offensive cyber tools to governments — and is a former Vice President of Business Development at Check Point Software, a company founded by Unit 8200 veterans.
10D publicly frames its investment edge as access to founders trained in IOF intelligence programs.
IOF intelligence connections
Unit 81 is the secret technology unit of the Israeli Military Intelligence Directorate (AMAN), responsible for supplying advanced offensive technologies to the IOF. It operates alongside Unit 8200 within the same command structure. Talpiot is a program that involves nine years of military and academic service, with graduates channelled into IOF research and development roles.
Like all IOF veterans, graduates of Talpiot and Unit 81 remain subject to reserve duty until their early 40s. Founders and fund staff who passed through these programs may be called up to active duty in units that have conducted surveillance and targeting operations against Palestinians.
Unit 8200 developed the AI targeting systems "Lavender", "Gospel", and "Where's Daddy?", which generated automated kill lists of up to 37,000 Palestinians, with operators spending approximately 20 seconds approving each target.
Toka
Partner Alon Kantor co-founded Toka, an Israeli war-tech company established alongside former Israeli Prime Minister and head of military intelligence Ehud Barak. Toka's software suite provides governments and intelligence agencies with tools to infiltrate any internet-connected device for "targeted intelligence" and "covert operations." Toka's founding CEO, Yaron Rosen, was the former Chief of the IOF's cyber staff and described as "the lead architect of all IOF cyber activities", including those of Unit 8200.
Web Summit Boycott
In October 2023, 10D was among 38 Israeli venture capital firms that signed a joint statement boycotting Web Summit, Europe's largest technology conference, after its CEO Paddy Cosgrave posted on social media criticising Western leaders for failing to condemn Israeli war crimes in Gaza. The statement accused Cosgrave of "blaming Israel" and demanded "unequivocal" support for Israel's military campaign, framing any criticism of the occupation as "a betrayal of our common values."
The joint statement and coordinated withdrawals by firms including Google, Meta, Intel, and Stripe forced Cosgrave to resign as CEO.
