Dell Technologies Capital (DTC) is the venture capital arm of Dell, a $1.8 billion fund that finances Israeli military-adjacent technology companies, including surveillance firms co-founded by former Israeli military commanders.
Israeli Operations
DTC maintains a dedicated Tel Aviv office and has invested in over 30 Israeli companies, many specializing in cybersecurity, AI, and surveillance technologies. The fund invests $150-200 million annually, with Israel representing one of its three core geographic markets alongside the United States and Europe.
In April 2024, during the Gaza genocide, the Tel Aviv DTC Managing Director stated that the Israeli tech industry's response to October 7 would
improve the prestige of the Israeli high-tech industry, and take it to new even higher records and achievements.
Investment in Toka
In 2018, DTC participated in a $12.5 million seed round for Toka, a surveillance company co-founded by former Israeli Prime Minister Ehud Barak and the former Chief of Israeli Occupational Forces Cyber Staff.
In October 2020, DTC participated in an additional $25 million round for Toka to develop "lawful intelligence-gathering platforms."
According to internal documents obtained by Haaretz, Toka sells technology that allows clients to locate security cameras or webcams within a given perimeter, hack into them, watch live feeds, and alter both live and recorded video. Toka holds at least $6 million in contracts with the Israeli government alone.

- Otonomo: Smart mobility data platform for government agencies.
